The United Empire of Earth (UEE) is a democratic empire with an elective and term limited Imperator (presently Laylani Addison) .[1] It was appointed by Ivar Messer in 2546 at the end of the First Tevarin War. As of 2943 it governs 37 systems, making it the largest sovereignty in the known Star Citizen universe.[2][3][4]

The Human Race was formerly represented by the United Planets of Earth (UPE).[3] before being replaced by the more democratic UEE

History[]

United Nations of Earth (2380-2523)[]

Once humanity began to expand into the stars, the governments of Earth slowly began to realize that, politically, the individual governments of the various countries wouldn’t be able to maintain themselves in the bright future ahead. It wasn’t until the year 2380 that the governments of Earth decided to put aside their social and political differences and unify as a single governing entity named the United Nations of Earth (UNE). Over the next century, more and more people began to move off-world and start over on freshly terraformed worlds. By the 26th century, almost 70% of the human population lived on other planets in other systems. Those living off-world felt like they were not being equally represented in the government and began to petition the UNE for reform. Finally, in 2523, the UNE responded by transforming itself into the United Planets of Earth.

United Planets of Earth (2523-2546)[]

This new political structure introduced the Tribunal of the high secretary (responsible for maintaining the infrastructure), high general (responsible for expansion and protection), and High-Advocate (responsible for law enforcement) at the top of the pyramid[5] and a senate composed of delegates representing all of the human planets around the galaxy.

First Tevarin War (2543-2546)[]

2541: The UPE got its first real challenge when prospectors discovered the Tevarin, a war-like species who ultimately sparked the first of two wars with the humans. During that time though, the war elevated the courageous actions of a ambitious young officer named Ivar Messer. Used as a poster-child for recruitment, Messer parlayed his newfound fame into a political career. His passion and ruthlessness quickly paved the way to the High-General position. During his time in office, Messer was critical of the Tribunal system, citing that the system was mired in endless debate when sometimes a direct course of action was preferable. He began to lobby for the creation of a Prime Citizen position, a single voice to hear the arguments but ultimately make the call. Of course, he was shocked and honored to be asked to ascend to the rank himself.

Upon election as the first (and last) Prime Citizen, it isn’t long before Ivar Messer restructures the government into the new United Empire of Earth (UEE) and anoints himself Imperator, ushering on in an age of unprecedented expansion and colonization.[1]

United Empire of Earth - Messer Era (2546-2792)[]

Second Tevarin War (2603-2610)[]

At the dawn of the 27th century, the remaining Tevarin, driven to the outskirts of the galaxy, were organized under a new Tevarin Warlord named Corth'Thal who launched an attack against their old enemies. The Tevarin sole mission was to reclaim Elysium IV, their former homeworld. The settlements on Elysium IV rushed to take up arms in defense of their homes. Fring attempted to re-join but the same Malady that afflicted him as a child resurfaced, preventing him from doing his duty. On June 24, 2610 SET, Corath'Thal suffered a catastrophic defeat at the hands of Squadron 42 at the infamous Battle of Centauri. With his fleet rapidly falling to either destruction or surrender, Corath'Thal mustered his remaining loyal pilots to make a desperate charge for Elysium IV. Though they suffered an additional 70% casualty, his fleet finally reached the atmosphere of their old homeworld. The Second Tevarin War cemented Messer's power.[6]

For nearly two centuries, the UEE expanded into the universe, snatching up worlds and terraforming them at an unsettling rate. All the while, Messer's power and title transferred down through his children, each seemingly more cruel and greedy than the last. It was a time of military oppression and fascism. The Imperator even used the threat of war with the Xi'an and Vanduul to subjugate the populace. Resistance was growing however. Representatives from Terra repeatedly tried to speak out against the Imperator and lobbied to secede, most disappeared shortly after.

It wasn’t until the infamous Massacre of Garron II that the resistance really sparked a public outcry. A small planet brimming with life, Garron II was sold to a terraforming outfit by Imperator Messer XIX. The atmospheric processing wiped out every living thing on the planet. When vid-footage of the atrocity hit the Spectrum, the public had finally had enough. Riots broke out. Underground Resistance movements attempted to fan the flames of revolution, finding unlikely allies in the Xi'an Empire who helped smuggle insurrectionists around UEE space.

United Empire of Earth - Democratic (2792-present)[]

On May 3, 2792 Imperator Linton Messer XI was overthrown.[7] Erin Toi claimed the rank and restored the Tribunal system. The Imperator was no longer a hereditary autocrat but an elected position with a ten year term limit.

The new UEE tried desperately to make amends for centuries of abuse. The Fair Chance Act, which prohibited terraforming on planets with an established chain of life, was quickly enacted to prevent events like Garron II from happening again. The UEE built The Ark as a repository (and attempt at reparations with the various alien civilizations they had antagonized) for galactic knowledge. And finally began construction on the Synthworld (Project Archangel) as a final alternative to having to terraform ever again.

To the present, the government has been maintaining these same policies. The Synthworld has largely been an unstable failure despite repeated efforts to get the project back on track. The money has started to dry up, the military is spread too thin.

The cracks are starting to show.

Education[]

"The integration of technology into society has given almost everyone access to basic education should they want it."[8]

Equivalency[]

"The baseline of schooling is done through the Glas or computer systems. A variety of companies, through imperial subsidies, have created learning programs capable of educating children to achieve Equivalency (high school education). These programs tend to be used on frontier planets and other rural environments that lack ready access to an actual school. The problem is that there is little customized learning for the student. It’s basically multiple-choice quizzes, so there’s very little opportunity to develop interpretative thought. It’s essentially just teaching the facts. There’s also very little repercussion if the student fails a sequence or stops altogether, which is often the case."

"The next step is a public school which offers teachers but in which, depending on the population, the class sizes can easily spiral out of control. Some public schools in the mega-cities, for example, can have upwards of five hundred students in an elementary classroom. In this kind of environment, most of the teaching is done through Glas, but there is a teacher who will handle the occasional question and grade essays."

"The third step is a private academy which, while expensive, offers the finest educational services from qualified teaching professionals. These academies will offer scholarships to exceptional students, but many argue that this is simply to access increased budgetary support from the UEE."

Post-Equivalency[]

"After achieving Equivalency, a student has several options: enter the workforce, join the military or pursue higher education. While the first option generally doesn't require a certificate of Equivalency, the military and universities do. The military offers Equivalency courses to committed applicants and can waive its Equivalency requirement if the recruit possesses ‘desirable skills'. Since higher education alone does not qualify someone for Citizenship, a large number of college graduates will still join the military."

Public's View of Military[]

"While there is a blanket of security throughout many of the UEE systems, particularly the more populated ones, the persistent dangers of space have helped create a culture of military service. Some view the military service as a matter of duty, others as simply a faster (albeit potentially dangerous) way to attain Citizenship, and still others see the military as enforcers of an authoritarian government that tries to hide behind a friendly, progressive facade but will still authorize bombings on Cathcart and covert strikes into Xi'an space. In other words, the public's reaction to the military is varied. Again, due to the prevalence of military service, a lot of the population has either served in the military or known someone who has."

Religion[]

"Although there is no official religion recognized by the UEE, and the cosmic landscape is dominated by science, there is still a need for the divine in Humanity."

"... the predominant religions of modernity exist in the future in some form. So there are patches of Christianity, Judaism, Islam, Hinduism, Buddhism, etc. existing throughout the Empire. Many of the religions have adapted with the times (incorporating alien species into doctrine, for example) and those that haven’t are slowly withering. The millennia-long grudges and intolerance between the religions has cooled, partially due to distance between worlds (if you don’t like someone you can move millions of miles away from them) but also because exposure to the Xi'an, Banu, Tevarin and Vanduul has strengthened the commonality between Humans and created a Humans-first, theology-second mentality."

"A handful of new religions have sprung up as well. Some are crossovers from alien species (there are Human traders who keep trinkets of Cassa, the Banu patron of luck) and some are new. The newest belief systems tend to be humanist in nature rather than overtly religious. One of the more popular new beliefs is the Church of the Journey."


Non-human Interactions[]

"Even though Humanity may not interact with alien life as part of their everyday existence, aliens are a part of life. Are there still people who support a strictly (and even violent) pro-Human agenda? Sure. Are there cases of discrimination based on species? Yes. But first contact was over five hundred years ago, so the majority of Humanity has gotten used to aliens. Therefore, while it’s considered socially unacceptable to launch into a vicious rant in public, there are still people (even groups) that view aliens as either inferior or mortal enemies."

The Imperator[]

The Imperator of the United Empire of Earth is the head of state and the head of government in the UEE and counseled by the High Secretary and High-Advocate. Technically the Imperator is still the High-General (from which Ivar Messer ascended).

The Military[]

High General[]

The High General is the head of the military and all its substituent departments, and is an analog to 21st century's Secretary of Defense. However, absolute power belongs to the Imperator.[9][10]

Army[]

The army of the UEE consists mostly of PDFGs (Planetary Defense Force Garrisons), who keep the peace and order of the expanding Empire's star systems. In addition, the Army takes part in massive civil and construction projects in an effort to expand Human civilization. The Army coordinates military engagements with the Navy, but for the most part operate within their own realm. In actuality, the Army provides a good starting career for Citizens to make a living in the vastly expanding Imperium as well as proving a means of citizenship. All army troops are given a standard uniform as a symbolic representation of the unity of UEE. The size of the Army encompassing all 37 systems is unknown, but estimated in several billions.

If the Navy are the guardian angels and the Marines are the swords of righteousness, the UEE Army is the mortar that holds the civilization together. An ultra-mechanized ground force, the Army is responsible for land-based military operations and keeps a watchful eye over primitive species on developing worlds. While it doesn’t have the numbers of the Navy, the UEE Army is the oldest established branch of the military, founded in 2380 as part of the creation of the United Nations of Earth.

The primary mission of the army is “to fight and win our Empire’s wars by providing prompt, sustained land dominance across the full range of military operations and spectrum of conflict in support of combatant commanders.”

While the public has been enamored by mighty carriers and hotshot pilots of the Navy for the past few centuries, the UEE Army managed to briefly seize the public consciousness during the first Tevarin War where just as many battles took place across shattered landscapes than did in space. Specifically, the Battle of Idris IV which became the largest turning point in the War both strategically and to the public, thanks to the brilliant tactics of a young officer named Ivar Messer.

Navy[]

The navy is undoubtedly the more important branch of the two, and is tasked with both exploration, colonization, peacekeeping and expansion of the UEE. With the arms race during the Messer Era, the Empire's Navy has grown into a sizeable force, ready to face engagements with any would-be invaders and law breakers in every corner of the Empire. With hundreds of fleets and tens of thousands of starships operating either independently or in coordination, the Navy ensures the Will of the Empire be always delivered..... and realized.

The largest branch and public face of the UEE military. The Navy is responsible for transportation of military resources, maintaining the borders and waging military strikes throughout the UEE. Service members of the Navy are deployed in nearly every system of the empire. In the early days of humanity’s expansion into space, the unified Navy primarily served as a police force, patrolling the systems for damaged or broken down ships. Upon the discovery of the Banu, the government realized that the Navy needed to be re-purposed as a military presence. The Navy’s fleet began to swell as it was the most obvious visual representation of humanity’s military strength.

Fuelled by the never-ending stream of stories and Vids of daring pilots, recruits flocked to the Navy’s stations to sign up. Even before the Draft of the First Tevarin War, the Navy’s enlistment numbers had barely dipped. During the Messer Era, the Navy, along with the rest of the UEE military, grew at an exponential rate. Helping in the Imperator's mad dash for planets and systems.

Structurally, the UEE Navy is formed around Squadrons which are assigned a carrier and a fluctuating number of support ships. An Admiral is in charge of the carrier and squadron with Wing Commanders running the multiple Wings that operate at any given time.

Recruits train in the shadows of the massive shipyards at the academies and boot camps on MacArthur in the Kilian Systems.

The Senate[]

The Senate is comprised of senators. ... So there are a lot of systems under UEE control. Each system is comprised of a handful of planets; some are terraformed for settling, some for resources and some are useless rocks.

When a planet reaches a certain population size or ascends to a certain level of influence (provides a unique and valuable ore for example), it can petition for recognition by the government (like achieving statehood). If successful, the planet is allowed to elect a Citizen to act as their representative in the Senate on Earth. This Senator serves for five years and can serve multiple terms. Only the largest and most influential planets have multiple Senators (Earth having the most at five).

The Advocacy[]

The High-Advocate and successive departments handle the legal and law enforcement duties of the empire.

Formed in 2523 when the United Nations of Earth transformed into the United Planets of Earth (UPE). The Advocacy was designed to be an inter-system police force under the High-Advocate. During the fascist Messer Era, the Advocacy took on a darker role as the Imperator’s Secret Police, Intelligence, and Espionage agency. The extent of their actions are still unknown but Advocacy officials at the time were implicated in high-profile assassinations, the apprehension and torture of non-compliant elements in the populace, and propaganda mongers.

When the Imperator fell, they were reconstituted to their original purpose. While most planets were expected to police themselves, the Advocacy handled crimes that crossed planets and systems, fugitives and even extra-jurisdictional extractions (pursuit into Banu or Xi'an territory). Advocacy Agents are generally feared among the criminal community. They are well-trained in pursuit and apprehension techniques, equal parts hotshot pilot and thorough investigator. Most Advocacy Agents operate alone but teams of them can be dispatched for high-profile targets or situations of implied violence. The real danger of the Advocacy Agent is what they represent. A criminal could kill a cop and could probably kill an Agent under good circumstances… but they will just send another and another until they ghost him.

While the Advocacy does handle fugitives, they have been known to outsource to the Bounty Hunter Guild.

Sovereignty Map[]

This map is a WIP.  It has been revised a great deal due to Cloud Imperium's release of their 3D map demo video. Although accuracy is much greater now due to the release of this video, there are still many items (solar systems & jump points) that are certain to be incorrect and/or missing.  

Most of the the jump points contained on this map are a combination of what can be seen in the released picture of the Austin wall map (July '13) and mentions in various Star Citizen lore.  I purposely left out many of the jump points that have only been uncovered via the demo video because it is only a demo and therefore may not be in sync with the wall map used by the game designers and the fiction writers.  Generally I tried to keep placement of the demo jump points off the map because I didn't want to mix demo jump points in with what has been established in the lore and "system unlocks".  However, I may add all jump points with differing styles in the near future.

Banu[]

Friendly

Our first Contact. The Banu are generally pretty disorganized, each of their planets is an independent world with its own specific type of government which makes mass interaction a little difficult but probably saved us from antagonizing the whole species during the Messer Era (they just kept out of it). We have occasional border disputes with the Banu, mainly because our criminal element flees across the border and the Banu won’t look, much less try to catch them for extradition.

The Banu's primary business is trade. It saturates their society. Everything comes at a price, everything can be bought.

Xi'an[]

Neutral, formerly hostile. Trading

Formerly hostile but friendlier now. The UEE has made great strides to try and reconnect with the Xi’An after the tension of the Messer Era (comparable to the United States’ Cold War with the Soviet Union (they were the boogeymen)). As such, the UEE endorses healthy trade across the borders. But old habits die hard, while the UEE is diplomatically friendly, the Xi’An are a heavily armed and organized civilization with long lifespans, we aren’t going to abandon our defenses.

Vanduul[]

We don't. Humanity’s entire relationship with the Vanduul has been mired in blood. They have never attempted to contact the UEE in any capacity. The Vanduul themselves are nomadic with fierce infighting between the various enclaves so there isn’t a consolidated government to make peace or war with.

Every so often, a Senator or Diplomat will attempt to “reach out” to the Vanduul. If they're lucky they can't find any. Most politicians just regard the entire Vanduul species as a violent act of nature. They're just a certainty, like death and taxes. An ugly reality of space.

Kr’Thak[]

Their existence was only discovered recently. The closest Kr'Thak controlled system lies on the other side of Xi'an Empire. We know very little about them, the Xi'an weren't keen to share as the two civilizations have unresolved tension, spawning from a multi-century conflict called the Spirit Wars.

The government has not made formal contact with the Kr'Thak as they are afraid it will unsettle relations with the Xi'an. That being said, there are undoubtedly plans of a more covert nature being tossed around but nothing has been attempted as the Xi'an guard their borders with the Kr'Thak with ruthless efficiency.
